The Human Centric Artificial Intelligence – Council for Artificial Intelligence Assurance (HCAI-CAIA) is a sovereignty-preserving assurance institution.
We define standards and certify—through structured, verifiable evidence—that artificial intelligence systems and AI-mediated institutions are designed and operated in alignment with lawful, human-centric governance principles.
HCAI-CAIA does not regulate, enforce, or govern outcomes.
Our role is assurance: making lawful operation provable, interoperable, and economically legible in an AI-driven world.
HCAI-CAIA is not a regulator, an enforcement authority, or a supranational governing body. It does not issue laws, mandate compliance, impose penalties, adjudicate disputes, or replace existing legal and regulatory institutions. HCAI-CAIA does not control AI systems or policy outcomes; its role is strictly limited to assurance—providing verifiable evidence while preserving full sovereign and institutional authority.
Today, HCAI-CAIA establishes the foundation for lawful, human-centric AI by publishing its Charter, defining a technology-neutral assurance framework, and operating phased certification programs focused on governance alignment and assurance readiness. We support pilot participation, institutional preparedness, and standards collaboration, enabling governments, institutions, and experts to prepare for evidence-based AI assurance as supporting technologies mature.
The Phased Assurance Model defines a structured path for adopting AI assurance as capabilities mature. It begins with Charter Alignment, assessing governance and policy readiness; progresses to Assurance Readiness, validating processes and evidence workflows through pilots; and culminates in Operational Assurance, enabling continuous, evidence-based certification once supporting systems are live. This approach allows participants to engage responsibly today while ensuring transparency, credibility, and scalability over time.
HCAI-CAIA provides assurance by defining clear governance principles, evidence requirements, and verification criteria—without enforcing outcomes or regulating behavior. Participants declare their legal and institutional constraints, establish mechanisms to bind those constraints to AI operation, and produce auditable evidence of alignment. HCAI-CAIA independently reviews and certifies the integrity and sufficiency of that evidence for a defined scope and period, enabling authorities and institutions to rely on verifiable proof while retaining full sovereign control.
